Michael Lee and Jason Roozemond join HNTB’s growing rail systems team

Lee, a skilled leader in transportation technology, and Roozemond, a former FRA positive train control specialist, will serve on complex projects for clients

KANSAS CITY, Mo. (Oct. 24, 2018) – Jason Roozemond and Michael Lee joined HNTB Corporation’s growing rail systems team, focused on delivering comprehensive solutions to complex transit and rail projects nationwide. Roozemond joined as positive train control signal engineer and is based in Denver, and Lee joined as rail systems senior program director based in Oakland, California.

Lee brings 25 years of industry experience and has an in-depth knowledge of transportation technologies, including Communication Based Train Control, and modern signaling systems and industry standards. He is an experienced leader in maintenance, engineering, procurement and safety management of transit systems, and in improving rail project delivery efficiency.  

Lee’s extensive experience prior to joining HNTB includes serving as president of the China Railway Signal and Communication Corporation in San Francisco, country director of Thales Ground Transportation Systems in China, country general manager of Siemens Rail Automation in China, director of business development for GE Transportation in China, superintendent of engineering of the Massachusetts Bay Transportation Authority in Boston, and serving as director of engineering for a government contractor that assisted the Federal Railroad Administration in researching worldwide high-speed rail operations and maintenance practices, and establishing new mechanisms used for optimizing safety regulations. 

Lee earned a Bachelor of Science in automotive engineering from Tsinghua University in China, a Master of Science in mechanical engineering from the University of Hawaii, and a Master of Business Administration from the Massachusetts Institute of Technology. 

Roozemond brings nearly 25 years of diversified experience spanning technical and management in signal, positive train control, Federal Transit Administration and FRA compliance, new starts and railroad operations and maintenance. 

Prior to joining HNTB, Roozemond served as a signal engineer at another consulting firm. Earlier in his career, he served as a signal and train control inspector and positive train control specialist with FRA responsible for the regulatory oversight of testing and cut-over of newly installed PTC systems, providing guidance to various railroads to the regulatory requirements, and review of various PTC documentation.  

Roozemond studied at Johnson County Community College in Overland Park, Kansas, and served as an aviation electrician in the United States Navy. 

PTC is a train control technology intended to prevent train-to-train collisions, overspeed derailments, incursions into established work zone limits, and the movement of a train through misaligned track switches. In late 2015, Congress extended the deadline for implementation to Dec. 31, 2018. HNTB is providing a range of planning, design, implementation and support activities on PTC projects in an advisory capacity nationally and for transit agencies around the country.

HNTB’s PTC projects include RTD (Denver); Brightline express passenger rail service between Miami and Orlando; Central Florida Rail Corridor/SunRail; New Jersey Transit; and Sound Transit (Seattle) among others. Work being performed includes signal engi¬neering, rail-highway grade crossing systems, communication engineering, safety engineering, quality assurance and project management.
