I-15 Corridor Expansion

A unique procurement strategy and rigorous project controls were keys to success for massive highway reconstruction project.

• Largest road project in Utah’s history
• Fixed price/best design procurement strategy challenged design-build teams
• Completed under budget and two years ahead of schedule

HNTB served as program management consultant to the Utah Department of Transportation on the 24-mile reconstruction of Interstate 15, Utah’s primary north-south corridor. The project team was able to double the number of reconstructed miles, add three more interchanges and trim two years off the required schedule — all staying within the budget of $1.725 billion.

HNTB brought a fixed-price/best design procurement strategy and a rigorous set of project controls to the table, which encouraged design-build teams to be creative and innovative in their proposals. The project’s scope extended the HOT lanes five miles in each direction, required reconfiguration of 10 freeway interchanges and replacement of 59 bridges.
