Seasoned innovation delivery expert with proven track record in developing and implementing road usage charging concepts
ARLINGTON, Va. (Oct. 23, 2023) – Mike Warren, joins HNTB Corporation, a leading infrastructure solutions firm, as a national practice consultant and vice president, bringing more than 24 years of experience in emerging mobility, connected and automated vehicles, smart infrastructure and innovative funding.
“Mike is a renowned industry leader in the emerging mobility sector, and we are delighted to welcome him to our team,” said Bryan Jones, HNTB Mid-Atlantic division president and senior vice president. “His extensive experience in developing and implementing road usage charging (RUC) concepts, combined with his overall innovative delivery expertise, will be a substantial asset to our valued clients.”
Over the past decade, Warren has been instrumental in advancing RUC initiatives across the United States including the initial Oregon RUC Pilot Project, which led to launching the OReGO program, and pilot projects for California, Colorado, Minnesota, Wyoming and the RUC America multi-state coalition. He also recently spearheaded the development of Oregon’s Open Architecture Tolling System, a groundbreaking platform that seamlessly integrates RUC, tolling, connected and automated vehicles, transit and ITS data into a fully interoperable and unified system.

Warren most recently served as a senior vice president and managing director of emerging mobility strategies for another consulting firm. In this capacity, he led a global team responsible for providing end-to-end data consulting and innovative technology solutions in the areas of mobility, connected vehicles, surveillance networks, renewable energy and revenue collection systems.
Warren holds a bachelor’s degree in business technology management from Regis University and is a certified Project Management Professional.
