HNTB currently serves as general engineering consultant (GEC) and program manager for Williamson County, Texas, managing all facets of the County’s road bond, pass-through finance, and corridor programs.

Williamson County’s Road Bond Program is the largest county bond program in the U.S., and HNTB has served as GEC since 2001 and as program manager since 2019. In these roles, the team has assisted the County in consultant solicitation and the County’s public information program, consultant contract management, coordination with state and federal agencies, budget and cash flow development, developing updates to the County long-range planning, and assisting in the development of County bond sale packages.

The program has been highly successful in reducing construction costs through the use of TxDOT standard design criteria, GEC design review, relationship building with local contractors and value engineering. Overall, HNTB has overseen the design and construction of more than 550 lane miles of new roadway and reconstruction of roadways and more than 170  projects in Williamson County.
