Howe has more than 30 years of experience dedicated to the alternative delivery of transportation projects, such as design build, construction manager/general contractor and public-private partnership (P3). Throughout his career, he has led alternative delivery and procurement for 26 different agencies across 16 states in transit, highways and airport infrastructure. Howe’s project experience includes the Brent Spence Bridge in Ohio and Kentucky, the John F. Kennedy International Airport redevelopment project and an improvement project on Interstate 405 in Los Angeles, California.
