Eliza Paul joins HNTB as project director

Veteran TxDOT industry professional brings more than three decades of experience successfully managing and delivering major infrastructure projects

HOUSTON (Jan. 14, 2025) – Eliza Paul, PE, has joined HNTB as a project director bringing 37 years of transportation engineering, planning, highway design and project management experience. Her extensive career includes more than three decades with the Texas Department of Transportation where she last served as the district engineer of the Houston District, overseeing the planning, design, construction and maintenance of a project portfolio exceeding $1 billion annually, as well as the overall operations of the District.

“Eliza brings an impressive record of achievements and proven leadership experience to help take our transportation practice to the next level,” said Russ Poppe, HNTB’s Houston office leader and vice president. “Her deep understanding of the Texas transportation network and long tenure with TxDOT will be invaluable to our clients and the successful delivery of complex projects across the region.”

In her new role, Paul will lead significant transportation infrastructure projects for clients throughout the region, driving the advancement of large-scale initiatives aimed at enhancing mobility. This entails overseeing all aspects of the project lifecycle, from scope development to cost and quality control and project management.

During her time at TxDOT, Paul played a key role in several major projects, including the North Houston Highway Improvement Program, SH 146 in Kemah, the I-45 South Corridor from Beltway 8 to Galveston, SH 35 by the University of Houston, SH 105 in Montgomery County, I-10 West and the SH 36 projects from Port Freeport to the City of Rosenberg.

Paul holds a Bachelor of Science degree in civil engineering from the Imperial College London and a Master of Science in civil engineering from the University of Houston-University Park. She is a registered professional engineer in Texas.
