Veteran SANDAG project management professional brings zero-emission vehicle and sustainability planning experience
SAN DIEGO (Feb. 26, 2025) – Jeff Hoyos has joined HNTB Corporation as project manager based in the firm’s San Diego office. In this key planning role, he will direct critical transportation projects for clients throughout Southern California and help lead regional planning efforts.
“Jeff will be instrumental in driving forward several vital transportation projects, ensuring their successful execution through close collaboration with stakeholders, local governments and agencies across Southern California,” said Mark Weber, P.E., PMP, LEED AP BD+C, vice president and San Diego office leader. “His commitment to sustainable and resilient infrastructure is evident in his leadership of key decarbonization initiatives, shaping a more sustainable future for the region.”
Hoyos has more than eight years of project management experience in Southern California, specializing in transportation planning, resilient infrastructure and clean transportation initiatives. As an experienced public sector professional, he has held key roles at the San Diego Association of Governments and the city of San Diego.

At the city of San Diego, he led policy development and coordination efforts for a reach code on new construction, advancing sustainable building practices. During his tenure at SANDAG, he managed and contributed to critical transportation planning efforts, including the Military Installation Resilience Study and the Regional Electric Vehicle Charger Management Strategy. He also secured and oversaw a California Energy Commission grant to develop a regional strategy for transitioning to zero-emission trucks and buses.

Hoyos received a Bachelor of Arts degree in sustainability from San Diego State University.
