Industry leader brings four decades of engineering and management expertise
Parsippany, N.J. (June 13, 2023) – James Starace, PE, has joined HNTB as vice president and project director. Based in Newark, New Jersey, Starace will focus on helping the firm’s clients in New Jersey deliver their largest and most challenging transportation projects.
“Jim is a noted leader in our region and throughout the transportation industry, and I am thrilled he has joined the firm,” said Stephen Dilts, HNTB’s New Jersey office leader. “His decades of experience and leadership in transportation infrastructure engineering, planning, program and construction management will bring additional value to HNTB and our clients.”
Prior to joining HNTB, Starace spent nearly four decades with the Port Authority of New York and New Jersey, ultimately serving as chief engineer for the bi-state agency. In his seven years in that role, as well as during the previous five years as deputy chief engineer, the Port Authority successfully delivered several major projects including the new Goethals Bridge, Newark Liberty International Airport Terminal A, LaGuardia Airport Redevelopment, the Bayonne Bridge “Raise the Roadway” project, the start of construction of the redevelopment of John F. Kennedy Airport, rehabilitation of Port Authority Facilities as a result of Superstorm Sandy, the Cross Harbor/Greenville Yard program, the “Restore the George” Program and the implementation of the All Electronic Tolls Program.
Starace received his bachelor’s degree in engineering from SUNY Maritime College and a master’s degree in civil engineering from Stevens Institute of Technology. He is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, the Society of American Military Engineers, the National Academy of Construction and the Moles. Starace is a licensed professional engineer in New York and New Jersey.
