Former WVPA executive director brings expertise in the public and private sectors
Charlotte, N.C. (March 25, 2025) – Jeffrey A. Miller has been named HNTB Corporation’s vice president, business development. Based in the firm’s Charlotte office, Miller is responsible for providing leadership and strategic direction to the company’s business development efforts. This includes identifying growth opportunities, fostering partnerships and ensuring alignment with business goals.

Miller joins HNTB from the West Virginia Parkways Authority where he was executive director. In that role, he demonstrated exceptional leadership, overseeing a team of more than 450 employees. His tenure was marked by significant achievements in turnpike toll collection; the expansion of roadside toll technology and back-office customer service technology; the redevelopment of West Virginia Turnpike travel plazas; and the management of highway construction and maintenance projects. Additionally, Miller played a pivotal role in long-range capital improvement financial programming and management, ensuring the sustainable development and operation of the state’s vital transportation infrastructure. Prior to that he served as the county administrator for the Raleigh County (W.V.) Commission. Before joining the Raleigh County Commission, Miller was a market executive in banking for more than 10 years.
Miller earned a Bachelor of Business Administration, accounting and finance from Mountain State University. He is a former board member of the International Bridge, Tunnel & Turnpike Association and past chairman of the Beckley-Raleigh County Chamber of Commerce. Miller was also a recipient of the WV State Journals Generation Next 40 Under 40 Award and received the inaugural Beckley-Raleigh County Chamber of Commerce’s Outstanding Young Business Leader Award.
