Seasoned infrastructure professional and proven leader with extensive local experience to expand opportunities and grow operations
MILWAUKEE (Sept. 18, 2024)—HNTB, a leading infrastructure solutions firm, has named Thomas J. (T.J.) Dougherty, PE Wisconsin office leader and vice president overseeing the Milwaukee, Madison and Green Bay offices. He succeeds former office leader Ashley Frederick Booth who was appointed HNTB’s North Texas-Arkansas office leader.
Dougherty most recently served as HNTB’s Wisconsin operations manager, where he made significant contributions to expanding local operations, developing talent and making HNTB a top workplace.

Dougherty, an industry veteran with more than 20 years of experience, began his journey at HNTB in 2001 as a co-op engineer. Throughout his distinguished career, he has consistently showcased his expertise in managing complex programs and projects, fostering strong client relationships and nurturing an environment that facilitates personal growth and career advancement.

As office leader, Dougherty will lead a team of multi-disciplinary professionals committed to improving mobility across the region through highway, bridge, toll, aviation and transit projects, as well as emerging transportation technologies. He will oversee all office operations, including project delivery, client relations, business development and employee development.
Dougherty earned a bachelor’s degree in civil engineering from the University of Wisconsin and is a registered Professional Engineer in Wisconsin.
