The permanent FIS facility is a 19,850-square-foot single-story addition to the existing SWF terminal. The expansion will house all immigration and customs operations required to process inbound international passengers on scheduled commercial flights and include all spaces necessary to support U.S. Customs and Border Protection (CBP) operations. Passengers will deplane at hardstand, enter the FIS, retrieve their baggage, be processed through the FIS Primary Inspection Booths (One-Step processing), then proceed through the existing Main Terminal building to exit. The expansion will allow for the baggage claim space to be used alternately for Domestic and International Arrivals operations.
The project was initiated in 2012 as a two-story structure but was put on hold for rescoping until 2015. In 2016, the project restarted with an amended scope as a one-story structure extension to the existing SWF terminal. As architect of record, HNTB brought the 30% design to final 100% design completion on July 13, 2018 in collaboration with the Port Authority of New York and New Jersey's in-house architectural unit, which was the program and design architect. Construction of the FIS Terminal was completed on October 28, 2020 and began servicing domestic flights. In 2022, the facility once again opened to international flights.
